The Mary Weingard Domestic Violence Law Project for CSC clients is established

The Domestic Violence Health Care Protocol, created by the Health Subcommittee of STOP F.E.A.R, was implemented by the Rockland County Department of Health, local hospitals and other medical facilities in the county.

CSC, in conjunction with the Spring Valley Police Department and VCS Batterer's Intervention Project, received a grant to create " Communities Combat Domestic Violence Project", with programs in three Spring Valley locations. CSC established the Haitian Community Service Project, offering bilingual, bicultural services to Haitian families

CSC launches program for battered lesbian and bisexual women. This program later grows into the CSC LGBTQ (lesbian, gay, bisexual, transgender, queer or questioning) Program

Collaboration between CSC and the Asian Women's Alliance for Kinship and Equality (AWAKE) began. CSC established the Asian Community Project, offering bilingual, bicultural services to Asian families.

CSC expended to satellite locations in Nyack, Haverstraw and Spring Valley

Rockland Family Shelter changes its name to Center for Safety & Change to better reflect the broad array of non-residential and residential services it provides; the emergency residential shelter retains Rockland Family Shelter name
